The disruption in the bin collection caused by freezing temperatures will cost the council more than £40,000, the report says.
The issue with Barnsley's services began in early January due to extensive snow and ice, making it impossible for many roads and pavements to access.
Despite the Council's snow plans and primary and secondary route glitches, over 100,000 collections were missed, resulting in a significant backlog.
The Barnsley Council said the additional costs cover temporary staff and vehicle employment to help them catch up with missed collections.
The situation has been exacerbated by the implementation of the Council's safety and quality programme, according to the local Democracy Reporting Service.
The “Safe, Safe, Target Zero” initiative, launched last year, aims to reduce accidents and improve the safety of waste collection crews.
The council had previously acknowledged that crews were working slower, meaning safety was improved and avoidable accidents have been reduced.
The local government has said it is committed to making further investments in the services, and the council has added five additional vehicles and crew to help recover missed collections.
The service added that as of March 12th, it has been restored to its published schedule.
