It happened in Lady Lane, Bingley, at 5.10pm on Thursday.
West Yorkshire Police said the car involved was a black Volkswagen Golf.
The full registration is unknown, but the dog's owner recalls that part of the registration may have been “BN” or “BH.”
This vehicle may also have damage to the front bumper.
Details about the driver and passengers are unknown.
A spokesperson for West Yorkshire Police said: “This was a horrific incident caused by reckless driving which resulted in the death of a beloved family pet.
“Drivers who collide with a dog or other animal under the Road Traffic Act 1988 are required to report the collision to the police within 24 hours.”
