Anthony Rumble, 62, of Leadhole Lane, Harrogate, pleaded guilty to using a cell phone while driving a Mazda 6 on Princess Street in Harrogate.
The offense has six penalty points.
However, Rumble told Magistrate Harrogate's court that he was holding a phone so he could record the actions of another vehicle he thought was in danger.
He also said he thought other drivers were “a danger to other road users and pedestrians.”
After hearing his explanation, the magistrate decided not to support his driver's license for the crime or give him no penalty points. They also decided not to order him to pay the prosecution fees.
They fined him £123 and ordered him to pay a statutory surcharge of £49.
The crime took place on December 28th, 2023.
