The Ministry of Labor and Pensions Bureau were based at 373 Leeds Road until the office was closed as part of the 2023 reforms.
Plans to convert parts of the building into flats were approved last year.
The application for converting the building's two-storey first floor into four shops was submitted by M Hussein in September.
The sizes of the four shops range from 108 square meters to 86 square meters.
The plan is currently approved by Bradford Council.
Officers said changes to use from offices to retail do not require planning permission and include storefront additions, including changes to the building.
“The subdivisions proposed for the four commercial units on the first floor will optimize and diversify the economic potential of the site.
“External changes, including new storefronts, will support the economic activity of the site and provide broader economic benefits.
“The proposed external changes will be deemed appropriate and will be fully integrated into the commercial characteristics of the region.”
