The city council has announced it will issue a warning during the litter pick-up. Are they making this for fly tippers? No, this is a warning to residents. Another way they are not dealing effectively with dumpers. Instead, they want to see fines of up to £5,000 imposed on householders whose rubbish is removed and tipped by someone (unknowingly).
This is another case where authorities say they are going to do something, but in reality they do nothing.
We see fly-slingers being fined several pounds, yet they want householders to bear the brunt of the punishment.
Look at the minimum fine of £20,000 going up to £100,000. The dumper must bear the cost of removing the vehicle and the cost of loss. Repeat offenders should also be sentenced to prison. Minimum fines are only for mattresses, sofas, refrigerators, etc.
As it stands, someone who drops a piece of paper on the street can face a disproportionately higher fine than someone who tips a truck.
Fly tipping will not stop until it is no longer recommended due to the high penalties if caught.
