Scarborough Group and Greyfriars Investments rate the Flaxby site, located between Junction 47 of A1(M), York and Knaresborough.
The former golf course was obtained from the administrator in 2016 with the consent of the hotel and golf resort.
Alternative proposals, including Ecovillage Resorts, have been considered in the past, but have not made any progress.
After a strategic review of the site for 2022/23, the Scarborough Group submitted the site for consideration with the North Yorkshire Council's new local plan.
This plan will guide the development of the entire county for the next 15-20 years. The group said it hopes to ensure that the proposal is tailored to local needs and policies.
As the council is currently publishing a “site call,” the group says it is actively involved in the initiative to ensure that the land potential is properly assessed.
