Temporary traffic lights will be in place at Blake Street, Duncombe Place, Exhibition Square, High Petergate, Minster Yard and St Leonard's Place from 6am on New Year's Eve until 6am the following morning.
York City Council said the lights were needed “due to the potential danger arising from public celebrations” on New Year's Eve.
Duncombe Place and St Leonards Place taxi ranks will be closed from 9pm on New Year's Eve until 5am on New Year's Day.
The council said a temporary queue of 10 Hackney horse-drawn carriages would be set up in Exhibition Square and another in St Leonard's Place.
Meanwhile, traffic restrictions will be in place on the roads around York Minster, and people will soon be able to gather outdoors for sightseeing.
No vehicles will be allowed to wait at Duncombe Place between 6am and 11pm on New Year's Eve.
Motorists and cyclists are prohibited from traveling along Blake Street, Duncombe Place, High Petergate and Minster Yard from 9pm on New Year's Eve until 6am the following morning.
The council said emergency vehicles would have access to the road at all times if needed.
