Meanwhile, Willman and Lodge estate agent Tracy Matthews of Glassington said: “Properties have been snapped up very quickly and local people haven't seen them.”
Mr Matthews said he believed the real issue was the number of holidays.
“Most people are holiday people and if they fit the small business tax rate threshold they won’t be paying council tax anyway so they will be exempt from the new charge,” she said.
North Yorkshire Council said it had strict criteria for holiday lets, saying they must be let for a minimum of 140 days a year.
The council said it promised to be “very robust” in ensuring the holiday was authentic.
DADD added:
“We are working to bring forward a council tax premium on such forward-thinking schemes that will ideally enable local people to see these second homes taken home. We are proud to be leading the way with such advanced schemes.”
